What is a program where i can take pictures of pictures ... on stardoll.com ?

I am really wanting to know. Are there any programs? If so please tell me. If you are still not sure of what im looking for then ... here's more information. Its like a program where i can take pictures of things that i normally cant take on the computer. This program should give me ableing to change around that picture.
